Resumo:The management of the budget of the Municipal government of Saraguro has been more important in overcoming the low credibility that the municipal government has. Added to this, the weakness and deficiency in the annual budget management and the limited allocation it receives as income, compared to the countless demands of communities, neighborhoods, and parishes. The objective of this research, initially, focuses on analyzing Participatory Budget planning at the design level, citizen participation in the process, and knowledge and empowerment of citizens of neighborhoods and communities. In a second moment, the results of said implementation have been analyzed concerning the contribution that the Participatory Budget has made in the reduction of Unsatisfied Basic Needs, with emphasis on the provision of basic services, based on a documentary and testimonial analysis collected in the field and Municipal government offices, respectively, in the period 2019 - 2023. The research was conducted throughout the cantonal territory, in its 136 neighborhoods and communities. For the analysis, a mixed approach was approached, surveys were conducted with a structured and semi-structured questionnaire to people of legal age, interviews with authorities, former authorities, technical team, and opinion leaders. The results showed that the atomization of resources due to the PP was not sufficient for the execution of programs or projects that contribute to the reduction of Unsatisfied Basic Needs, placing greater emphasis on infrastructure projects, it is concluded that the resources, when distributed annually for a project in each neighborhood or community, showed weakness in execution and full compliance. Likewise, the Municipal government does not have a manual, regulations, or a monitoring and evaluation system for executing this policy.
