| Sumario: | The study presents, in a schematic way, the development of the Project of Change, PC, executed in the context of the Master in Decentralization and Local Development of the University of the Americas and the German Society of Technical Cooperation, GTZ. The PC, with the Rural Parish Councils of the Saraguro canton as a target group, aimed to develop articulation mechanisms at the municipal and parochial levels, define mechanisms for the delegation of municipal services management at the parish level and the incorporation of planning parish strategy as a mechanism for the promotion of local development; all this as a consequence of the constitutional recognition of the Parochial Boards, as organisms of the autonomous sectional regime, authorized to exercise government, within the rural parochial territory. In Chapter 1 the presentation of the problem that is addressed through the PC is made; it includes a brief context analysis of Ecuadorian society, in which the institutional reforms introduced through the new political charter that goes into effect as of August 10, 1998 are framed. A brief description of the canton Saraguro is included, and the main characteristics of its people. Chapter 1 starts with definitions and concepts of decentralization and reviews the process in the country, highlighting its main advances. Then, the hypothesis that is intended to be demonstrated with the study is formulated and concludes with a delimitation of the topic addressed. Chapter 111 provides a detailed description of the pe, from its formulation process, negotiation and execution; they include the mission, objectives, results, the matrix of the PC, the work schedule, the conformation of the task team and a mapping of actors. In Chapter IV develops the concepts, methodologies and tools used during the different phases of the process. A detailed description of the applied parish strategic planning methodology is made. In Chapter V the development of the PC is written, through a detailed description of each of the phases, with emphasis on the execution phase, the results achieved, the verification of the hypotheses, as well as the difficulties experienced during the execution of the PC. Chapter VI includes the lessons learned as a consequence of the execution of the PC. An impact analysis of the PC is included and the conclusions and recommendations are presented. At the end, the bibliography and three annexes containing the instruments developed as part of the intervention process are included: Regulation of operation of the Parish Assemblies, Internal Regulation of the Parish Councils and the proposed ordinance that regulates the delegation of the management of services Municipalities to the Parochial Boards, the collection of taxes and the administration of communal goods.
