Sumario:With the decentralization of environmental management through the institution of the National Environment Policy and with the 1988 Constitution, municipalities were forced to create and structure their Municipal Environment Councils. However, many municipalities do not have CODEMA and when they do, they are not, in fact, structured. Thus, this study proposes to identify which processes need to be implemented to promote the structuring of these bodies according to the legal determination. For this, a single case study was carried out in a CODEMA in the Southern Region of Minas Gerais and, through documentary analysis, an Action Plan was elaborated for the restructuring of this body. At the end, it was found that it is necessary to comply with six requirements for structuring a CODEMA: relevant legislation; Skills; fundamental characteristics; functional structure; technical training and citizen participation.
