Resumo:In the nineties, the Brazilian agricultural policies demonstrated a partial modification of the mechanisms to development of rural areas. Accordingly, new activities of value-added has been supported in order to increase the family farmers livelihoods. This is the case of the food processing policies to family establishments. This paper analyses the dynamic of elaboration, implementation, and the results at national level of the ´Programa de Agroindustrialização da Agricultura Familiar´. Firstly, the study used the official documents available and other secondary sources relating to this public policy. Subsequently, the research utilized semi-structured interviews with the policy-makers. The theoretical-methodological framework to this analysis has been the approche séquentielle (policy cycle), which understand the policies a process composed by different phases.
