Having as theoretical support the contributions of Michael Freeden and José Guilherme Merquior, we argue that Eugênio Gudin started from a liberalism linked to a political imaginary of the First Republic, with an economistic matrix, which naturalized the concept of market and laissez-faire. Roberto Simonsen, on the other hand, would be an expression of a Keynesian-type liberalism that emerged in the post-war period and in which the State is seen as necessary to keep the economy and society functional.O presente artigo pretende tratar da disputa entre Eugênio Gudin e Roberto Simonsen sobre os rumos do planejamento econômico do Brasil após o fim do Estado Novo e da Segunda Guerra mundial enquanto uma polêmica entre dois tipos de liberalismo. Tendo como suporte teórico as contribuições de Michael Freeden e de José Guilherme Merquior, argumentamos que Eugênio Gudin partia de um liberalismo vinculado a um imaginário político da Primeira República, de matriz economicista, que naturalizava o conceito de mercado e o laissez-faire.
