Resumo:This Master's Degree Dissertation discusses the importance of the Institute of Social Studies and Research ? Ipês (Instituto de Pesquisas e Estudos Sociais ? Ipês) in the political conjecture in the years when Goulart governed the country. The study was conducted by analyzing a liberalism model aligned with the principles of the Aliança para o Progresso and Mater et Magistra letter, as well as the institutional reforms advocated by Ipês and the anticommunist speech present in the Monthly Ipês Reports (Boletins Mensais Ipês) from 1963 to 1966. These discourses are related to the defense of a power project, which was partly accomplished in Castello Branco government. This work aims to contribute to the understanding under which logic has the participation of civil segments aligned with conservative projects in the political conjuncture environment that culminated to the coup in 1964 and how significant these projects were partially applied during the early years of military dictatorship.
