| Sumario: | This article analyzes a network of conflicts related to the energy transition process and the role that the State must play in it. I argue that the state behavior led by President Andrés Manuel López Obrador developed, from the beginning of his mandate, a contentious government policy, which “turns upside down” the theory of political contest to explain the process by which the government of the 4T configured a contentious dynamic associated with the construction of a network of gas pipelines resulting from the energy reform of 2013. Using the practices and repertoires of the dispute, typical of social movements, the Federal Government managed to escalate the dynamics of localized conflicts at the structural level to transform the institutional and distributive rules around the construction of gas pipelines, which had been structured from the 2013 energy reform, reconfiguring the relationship between the Federal Government-Businessmen-Local Communities. |
