Resumo:This article analyzes in detail the evolution of port governance. First, a review of the most relevant theories on port governance systems worldwide is presented. And secondly, a classification of port governance is carried out in Latin American countries through the analysis of their port legislation. Finally, a port governance model proposal that responds to the current problems existing among the stakeholders of the port cluster is presented.
