Sumario:[EN] In September of 1939 a serious jurisdictional conflict between Philip IV and the pope Urban VIII caused the closure of the court of the nunciature in Madrid. This fact has always been very important to the history of the Hispanic regalism due to its connection with the decline of Spain. During this crisis the nuncio in Madrid accused the Conseil of Castile of being the primarily responsible for the bad government that the Monarchy had. The Spanish decadence would have been the result of the dominance over the crown of this elite, a little group of Castilian jurits, unaware of the reason of state and contrary to the common good. With documents from the Archivo Apostólico Vaticano, the Biblioteca Nacional de España and the Bibliotèque de Genève we analyze the perception of the Council of Castile and the Hispanic Monarchy transmitted by the nuncio to the Holy See, the construction of these images and the possible impact of all this in the relations between Spain and Rome
