This fact has always been very important to the history of the Hispanic regalism due to its connection with the decline of Spain. During this crisis the nuncio in Madrid accused the Conseil of Castile of being the primarily responsible for the bad government that the Monarchy had. The Spanish decadence would have been the result of the dominance over the crown of this elite, a little group of Castilian jurits, unaware of the reason of state and contrary to the common good. With documents from the Archivo Apostólico Vaticano, the Biblioteca Nacional de España and the Bibliotèque de Genève we analyze the perception of the Council of Castile and the Hispanic Monarchy transmitted by the nuncio to the Holy See, the construction of these images and the possible impact of all this in the relations between Spain and Rome[ES] En septiembre de 1639 un grave conflicto jurisdiccional entre Felipe IV y el papa Urbano VIII llevó al cierre del tribunal de la nunciatura de Madrid durante un año. Este hecho siempre ha tenido un carácter destacado en la historia del regalismo hispánico por su relación también con el fin de la hegemonía española. Durante esta crisis el nuncio en Madrid identificó al Consejo de Castilla como el principal responsable del mal gobierno que aquejaba a la Monarquía. Así, el declive de España habría sido consecuencia del dominio sobre la corona de una élite de juristas, desconocedora de la verdadera razón de Estado y defensora de una visión castellanista contraria al bien común de la Monarquía.
