Resumo:The legal system has greatly expanded the responsibility of public employees who exercise technical tasks and advise Public Administrations. From an administrative point of view, transparency laws stipulate new infractions and sanctions. Also, we have to take in account the provisions of ethical codes and codes of conduct. In terms of criminal law, there is a substantive and procedural intervention of the jurisdiction in matters that are a priori administrative law. The criminal judge applies autonomous concepts and examines, with no burdens, the responsibility of public officials in the exercise of their technical tasks
