How we move from a forged cultural policy during the dictatorship to another? What are the ideas that guided Celso Furtado in this change to a democratic opening situation? In this sense, the cultural policy implemented by Celso Furtado, particularly the film policy, by presenting itself as a unique landmark, is the primary focus of research.Este documento tiene como objetivo comprender el desorden de la política cultural de los años 1980 a 1990 –el llamado momento de transición en Brasil− y las ideas y política culturales de Celso Furtado, ministro de Cultura entre 1986 y 1988. ¿Cómo se pasó de una política cultural forjada durante la dictadura a otra de la transición? ¿Cuáles son las ideas que guiaron a Celso Furtado en este cambio hacia una situación de apertura democrática? En este sentido, la política cultural implementada por Celso Furtado, en particular la política cinematográfica y su marco particular, se constituye en el eje prioritario de investigación.Este trabalho tem por objetivo compreender o descompasso da política cultural dos anos 1980 a 1990 – chamado momento da transição política no Brasil – e as ideias e políticas culturais de Celso Furtado, ministro da Cultura entre 1986 e 1988. Como passamos de uma política cultural forjada durante a ditadura para a de transição? Quais ideias nortearam Celso Furtado em uma conjuntura de abertura democrática?
