description ABSTRACT: This project was carried out at the Center for Training, Technology Transfer, Production and Services (CETTEPS) to manage the site's significant risks identified internally and externally. They were evaluated, and it was proposed control actions in an Emergency Plan concatenated to the regulations requested by the Risk Management Department of Riobamba Gadm for their respective approval. The population is 25, including workers, teachers, and students. Information was collected using on-site inspection, risk checklist, INSST matrix, observing each of the spaces, resources, and threats inherent to the site, and determining the risks of fire, seismic, and ash fall to identify the risks. These were subsequently evaluated using methodologies associated with each risk detected, such as NFPA, MESERI, MEIPEE, FEMA154 SEISMIC VULNERABILITY INDEX, VULNERABILITY MATRIXES, HAZARD MAPS, DOCUMENTATION HISTORY OF HAZARDOUS EVENTS. These provided a qualitative and quantitative assessment concerning their standard values to determine the risk level of CETTEPS. With the values obtained from the methodologies applied, preventive and corrective actions could be oriented, thus proposing structural measures, non-structural measures, action protocols, formation of a multifunctional brigade, and actions before, during, and after an emergency. The Emergency Plan was elaborated and presented to the Risk Management Department of Riobamba Gadm, obtaining the review and approval through a certificate of compliance, which has a term of 45 days for its legalization by the authorities of the UNACH. This project helps reduce the impact of the detected risks. It also prepares people who use the facilities to act in an emergency and protect their physical integrity. Keywords: Majors Risks, Emergency Plan, Natural and anthropic hazardsRESUMEN: El presente trabajo de titulación se ejecutó en el centro de Capacitación, Transferencia Tecnológica, Producción y Servicios (CETTEPS), con el objetivo de gestionar los riesgos mayores identificados de manera interna y externa al lugar, evaluando cada uno de ellos y proponiendo acciones de control en un Plan de Emergencia concatenado a la normativa que solicita el departamento de Gestión de Riesgo del Gadm del cantón Riobamba para su respectiva aprobación. La población determinada es de 25 personas entre trabajadores, docente y estudiantes. Para la identificación de riesgos se realizó en primera instancia el levantamiento de información empleando inspección in situ, check list de riesgos, matriz del INSST observando cada uno de los espacios, recursos y amenazas inherentes del lugar, determinando los riesgos de Incendio, Sísmico y caída de ceniza entre los más relevantes, posterior fueron evaluados por metodologías asociadas a cada uno de los riesgos detectados, como NFPA, MESERI, MEIPEE, INDICE DE VULNERABILIDAD SISMICA FEMA154, MATRICES DE VULNERABILIDAD, MAPAS DE AMENAZAS, DOCUMENTACIÓN HISTORICA DE EVENTOS ADVERSOS. Los cuales aportaron una valoración cualitativa y cuantitativa en relación con sus valores estándar para determinar el nivel de riesgo que posee el CETTEPS. Con los valores obtenidos de las metodologías aplicadas se pudo orientar las acciones preventivas y correctivas, proponiendo así medidas estructurales, medidas no estructurales protocolos de actuación, conformación de brigada multifuncional, acciones antes durante y después de una emergencia. En concordancia con lo realizado se elaboró el Plan de Emergencia el mismo que se presentó al departamento de Gestión de Riesgos del Gadm Riobamba, obteniendo la revisión y aprobación por medio de un certificado de cumplimiento, el mismo que tiene un plazo de 45 días su legalización por parte de las autoridades de la UNACH.
