With the results obtained, it is hoped to improve the service of users, training the personnel in charge, for this, a continuous training plan has been proposed "Teaching Technical Guide" to improve the management of Human Talent in the Provincial Decentralized Autonomous Government de Los Ríos, considering all the recommendations contained in the section and making possible the development of the proposal, to achieve efficiency and effectiveness in the development of administrative and operational processes, especially in the improvement of care and services to users. This research starts from the management of human capital as a whole, integrating processes designed to plan, develop, motivate better performance in the service delivery functions in the institution, and comply with the users of the province, whose function is the positive impact that They are provided with employees, technicians, managers committed and involved with the vision and mission of the Provincial GAD of Los Ríos. The need for the organization to be oriented towards a more ambitious vision of human resources is concluded, linking them as key elements of the strategic direction for institutional success. Keywords: management, human talent, efficiency, effectiveness and services.El documento muestra el estudio sobre la dirección del talento humano y su incidencia en la calidad de los servicios en el Gobierno Autónomo Descentralizado Provincial de Los Ríos, para efecto del objeto de investigación, se llevó a cabo una investigación de tipo documental y de campo, a fin de compilar la información necesaria sobre la gestión del talento humano en la institución, lo que conllevó a la implementación del censo y la entrevistas a una muestra obtenida del personal que labora en dicha organización, del mismo modo, se determinó como influye la falta de compromiso laboral y qué inconvenientes se han suscitado en el servicio de atención al usuario, considerando los aspectos más relevantes sobre esta prestación. Con los resultados obtenidos, se espera mejorar el servicio de atención de los usuarios, capacitando al personal encargado, para ello, se ha propuesto un plan de formación continua “Guía Técnica Didáctica” para mejorar la gestión del Talento Humano en el Gobierno Autónomo Descentralizado Provincial de Los Ríos, considerando todas las recomendaciones plasmadas en el apartado y haciendo posible el desarrollo de la propuesta, para alcanzar la eficiencia y eficacia en el desarrollo de los procesos administrativos y operativos, sobre todo en el mejoramiento de la atención y servicios a los usuarios. Esta investigación parte desde la gestión del capital humano en conjunto integrando procesos diseñados para planificar, desarrollar, motivar un mejor desempeño en las funciones de entrega de servicios en la institución, y cumplir con los usuarios de la provincia, cuya función es el impacto positivo que se brindan con empleados, técnicos, directivos comprometidos e involucrados con la visión y misión del GAD Provincial de Los Ríos. Se concluye la necesidad de que la organización se oriente hacia una más visión más ambiciosa de los recursos humanos, vinculándolos como elementos claves del direccionamiento estratégico para el éxito institucional.
