| Sumario: | At the level of public sector institutions, the Parish Governments are part of theDecentralized Autonomous Regime, but their way of directing and administering has notpresented changes over time, due to the lack of knowledge and little application of the law,the present research looks for design a proposal for an adequate management and sustainabledevelopment of the Parish GAD of San Roque. The reason for investigating this problem isdue to the fact that the Parish Government does not have guidelines that allow directing theinstitutional actions, shortcomings that weaken the administrative, financial and controlmanagement. The "Manual de Procedimientos Administrativos Financieros y de Control" will allow the good management of public finances in the Parish Government of San Roque, of the Antonio Ante canton, Imbabura province. The methodology to be applied in thisproject will be based on obtaining relevant information, the same that allows to draw up financial administration and control procedures, in order to improve the efficiency and effectiveness of the daily activities carried out by the Parish Government. After conducting the analysis, conclusions have been established based on the results obtained from theinvestigation, which has allowed the proposal of the manual that will contain five proceduresbased on narratives and flowcharts of the main processes related to the activities of the Parish GAD of San Roque. This tool will facilitate the standardization of procedures and thepreservation of acquired knowledge. |
