| Sumario: | The purpose of the work is to show the challenge of taking tourism as a tool of social cohesion, to give rise to a solidarity tourism model in the current federal public administration-Mexico (2018-2024). To do this, an analysis is made of the conditions that give meaning to social cohesion and solidarity tourism in the framework of public policies on tourism that guide a change not only conceptual, but also model. The problem takes into account the controversy between the solidarity tourism model, proposed by the so-called Fourth Transformation (4T), compared to the neoliberal model of tourism development that highlights the notion of solidarity in its projects. For this, the respective models are contrasted that allow visualizing differences or similarities in the intentions, ideologies and power groups that have promoted tourism with a sense of solidarity. The main results show the persistence of a populist discourse in both perspectives that have diluted the need to project tourism in convergent, transversal and interdisciplinary public policies, to make it a true tool for change and social cohesion |
