Con el seguimiento a estos indicadores se construyeron series de datos del año 2000 al 2008, lo que le permite hacer una rendición de cuentas, destacando las tendencias en la cobertura del servicio, otorgamiento de becas y beneficios, así como las tendencias en la inversión presupuestaria realizada por esta casa de enseñanza en el Sistema de Becas, información que se detalla en el artículo. Se resume además en este escrito, el Sistema de Becas de la Universidad de Costa Rica, sus antecedentes y el proceso de construcción de los indicadores. For more than fifty years, one of the primary objectives of the University of Costa Rica was to offer low income students a scholarship and benefits program that could guarantee their accessibility to university studies by reaching low income areas, by favoring social mobility, and by supporting solidarity and social commitment. Having this in mind, the scholarship system has become the most important foundation of our democracy. In the year 2001, the Scholarship and Socio-economic office, whose responsibility is to administer the scholarships and benefits of the student population, aimed the creation of managerial indicators that could inform as quickly and as detailed as possible the results of an institutional diagnosis that could serve as the basis for the definition of the university’s politics for the year 2003 (based on the agreement of the University’s Council No. 4604, Article 12, December 14, 2000). As a follow up of these indicators, a series of data was constructed during the years 2000 and 2008, which has allowed the settlement of accounts, excelling the following areas: the tendencies related to service coverage, scholarship grants and benefits, as well as the tendencies related to budgetary investment by the University of Costa Rica regarding the scholarship systems. This paper provides detailed information concerning these topics. This document also makes a summary of the Scholarship System of the University of Costa Rica, its history and the development of the construction of the indicators.
