| Resumo: | The article aims to analyze the low political representativeness of some Brazilian social segments, which causes their political and social situation and sub-citizenship. The hypothesis is defended that the democratic values inscribed in the Constitution of the Republic of 1988 should be guaranteed to all and all with equity, under the penalty of favoring state control by an elite that is little concerned with the rest of society. Through the methodology of collecting and analyzing indirect data on representativeness in the country, including the 2020 Elections, combined with the deductive method and documentary research, a socio-legal reflection was developed on the need to modify the current political and partisan system of representativeness so that the inhabitants of the Legislative Houses reflect the demographics of the population, which today does not happen. Without the transformation of this reality, a fallacious model of political participation will perpetuate that does not effectively transform fundamental rights into public access policies. That is why the article is based on the Inter-American Convention against Racism, Racial Discrimination and Related Forms of Intolerance as the main theoretical framework. |
