Summary:This work analyzes the Plan of Articulated Actions (PAR) in four cities in Baixada Fluminense, focusing on the implementation of Pro-letramento and Gestar, two programs of continued teacher education. Based on reports of the Plan and interviews with managers, teachers and other stakeholders, we attempted to identify the ways of operationalization adopted and to characterize the cooperation between the municipalities and the federal government. The different dynamics found were due to the perspectives of each municipality for continued teacher education and the difficulties they had to manage this process. The major limitations in the implementation of PAR were the little margin to adapt the programs to the local conditions and the impossibility for teachers effectively to engage in the federal programs. It was concluded that the effectiveness of this policy will depend on courses with a variety of formats, with different dynamics and schedules so that each municipality can meet the professional needs and training demands of its teachers.
