Resumo:In a context of dismantling environmental public policies in Rio Grande do Sul, we present the discursive operation of the newspaper Correio do Povo (CP), between 2003 and 2018, about environmental licensing, a function exercised by the State Foundation for Environmental Protection Henrique Luiz Roessler (Fepam). Because we consider journalistic practice a form of knowledge, we used the Foucauldian theoretical-methodological contribution of discourse analysis and archaeology to describe discursive events and denote the characteristics of the discourse, reproduced and produced by CP journalism. This was characterized by the insistent demand to change the legislation and remove the licensing from Fepam. It evidenced the unbalanced correlation of forces between the technical staff of the environmental agency and the rest of the government, a limited listening to sources predominantly official and restricted to the dominant sectors, economic and political of the state.
