Summary:In her political theory, especially in her work On Revolution, Hannah Arendt not only analyzed and discussed the sense and meaning of revolutions (especially French and American) and criticized the functioning of representative democracy based on the system of political parties, but also highlighted councils as propitious spaces where men can act through action and discourse , in the presence of their peers and to occupy together the political life of their country. In this article, the main objective is to analyze the birth of these councils in the light of Hannah Arendt’s political theory, as true spaces of freedom that have always emerged in the course of great revolutions spontaneously and outside the scope of political parties or any leader andthat can provide citizens with conditions for effective political participation.
