An example are the slums in Rio de Janeiro. However, the public organizations seem to be resuming their attention to their ability to act in territorial reordering. To analyze the way how these organizations interfere with the reconfiguration of spaces in slums, there is a need for investigating power relations, having in mind the fact that the territories are defined by and through power relations. Thus, this theoretical essay aims to propose guiding questions which enable us to investigate the way how action taken by public organizations in spaces at the margins of the State interfere with the power relations taking place there and, as a consequence, with the reconfiguration of territories in these spaces.

Un ejemplo son los barrios de chabolas de Rio de Janeiro. Sin embargo, las organizaciones públicas parecen estar volviendo a prestar atención a su capacidad de acción en el reordenamiento territorial. Para analizar cómo esas organizaciones interfieren en la reconfiguración de espacios en barrios de chabolas, es necesario investigar relaciones de poder, teniendo en cuenta que los territorios se definen por y desde relaciones de poder. Así, este ensayo tiene como objetivo proponer preguntas orientadoras que posibiliten investigar cómo la acción de organizaciones públicas en espacios en las márgenes del Estado interfiere en las relaciones de poder que tienen lugar allí y, como consecuencia, en la reconfiguración de territorios en estos espacios. As organizações públicas não assumem o protagonismo de sua influência na reconfiguração territorial e não conseguem impor sua ordem em determinados territórios, que acabam por se constituir como espaços às margens do Estado. Um exemplo são as favelas do Rio de Janeiro. Entretanto, as organizações públicas parecem estar voltando a atentar para sua capacidade de ação no reordenamento territorial. Para analisar de que forma essas organizações interferem na reconfiguração de espaços em favelas, é preciso investigar relações de poder, tendo em vista que os territórios são definidos por e a partir de relações de poder. Assim, este ensaio tem por objetivo propor questões norteadoras que possibilitem investigar de que forma a ação de organizações públicas em espaços às margens do Estado interfere nas relações de poder que lá se dão e, como consequência, na reconfiguração de territórios nesses espaços.
