| Resumo: | This article addresses, based on a literature review, metropolitan governance and crisis management, with its challenges in the Brazilian contemporary context. The adverse scenario resulting from the COVID-19 (Corona virus disease- 2019) pandemic accentuates inter- and intraregional inequalities and poses difficulties for municipalities and metropolitan regions. With the Federal Constitution of 1988, the issue of coordination and cooperation between federal entities became critical, considering the political-administrative decentralization and municipalization of various competences. From the perspective of the metropolitan sphere, it is observed that these regions lack tools, mechanisms and institutions that promote governance capable of facing common problems, through the coordination and encouragement of cooperation by municipal governments. Metropolitan governance is relevant to the management of the crisis arised from the COVID-19 pandemic, articulating local governments and the different sectors of society and, in a more complex way, potentially creating an effective management model to reduce risks and achieve respond to future crises. |
