| Sumario: | This article aimed to analyze how the marginal strips of the Poti River in Teresina - PI have been conceived and treated in light of the guidelines established by the master plans between 2006 and 2022, through an analytical-exploratory approach, seeking to identify the advances and setbacks in the sustainable development of the capital of Piauí. Concepts of sustainable development and environmental planning were referenced, as well as Brazilian and municipal environmental legislations addressing urban rivers. Based on this, interpretations and studies of the physical-environmental matrix were carried out using georeferenced maps. The results reveal that despite the theme of sustainable development being included in the capital's planning since 2006, with the Agenda 2015, this plan doesn’t clearly outline the socio-environmental strategies capable of mitigating the effects of climate change. Still, the Plano Diretor de Ordenamento Territorial (PDOT) of 2019 presented significant advances by adopting a socio-environmental approach sensitive to water bodies, however, this plan isn’t put into practice and less than three years after its approval, at the moment of post-pandemic recovery, it is altered according to Complementary Law No. 5,807/2022 (Teresina, 2022), suppressing a large part of the areas established as Special Zones of Sustainable Use - ZEUS near the riverbanks, indicating a setback in terms of measures to mitigate the effects of climate change. So, it is concluded that despite the advances, there are still significant challenges related to understanding the importance of environmental conservation in a participatory manner to address socio-environmental problems in the city. |
