To achieve this objective, we carried out a documentary research, followed by a bibliographical survey of the literature related to the explored theme. In general terms, it is possible to notice that, over the course of 15 years, there have been government transitions and organizational restructuring, consequent alternation of managers, changes in routes permeated by political disputes, agreements and contradictions. ‘Movements’ that undoubtedly reached the management of actions, programs and projects developed by the Ministry of Sport, especially in partnership with municipal and state governments and public Higher Education Institutions.A partir de la creación del Ministerio del Deporte, analizamos cómo se desarrolló el período de 2003 a 2018 y qué hechos marcaron esta trayectoria, especialmente en el ámbito de las políticas de ocio. Para lograr este objetivo, llevamos a cabo una investigación documental, seguida de un levantamiento bibliográfico de la literatura relacionada con el tema explorado. En términos generales, es posible apreciar que, a lo largo de 15 años, ha habido transiciones de gobierno y reestructuraciones organizacionales, consecuente alternancia de gerentes, cambios de rutas permeados por disputas políticas, acuerdos y contradicciones. ‘Movimientos’ que sin duda afectaron la gestión de las acciones, programas y proyectos que desarrolla el Ministerio del Deporte, especialmente en alianza con los gobiernos municipales, estatales y las Instituciones de Educación Superior públicas.A partir da criação do Ministério do Esporte, analisamos como o período de 2003 a 2018 se desenvolveu e que fatos marcaram essa trajetória, especialmente no âmbito das políticas de lazer. Para consecução deste objetivo, realizamos uma pesquisa documental, seguida de levantamento bibliográfico da literatura relacionada à temática explorada.
