Resumo:Open Government Data (DGA) is a resource that intensively uses information and communication technology tools. Governments use DGA to seek closer ties with society. Governments and society expect many benefits and advantages from using DGA, but several barriers and challenges to realizing these benefits and advantages are also cited in parallel. Recognizing the relevance and importanceof the topic, this study aimed to identify actors in the Brazilian DGA ecosystem, the expected benefits and advantages, potential barriers, inhibiting factors, possible facilitating factors and motivators. From the results of the interviews the challenges and proposed actions (specific to each challenge) for mitigating them were listed, in the search for the expected advantages and benefits, with support coming from the drivers or facilitating factors.
