Sumario:The paper examines the viability of Goal 20 of the National Education Plan 2014-2024 [PNE], from the agreements and challenges placed on its materialization in the present conjuncture to reach, at the end of the plan, 10% of the Gross National Product [PIB] invested in education. The educational legislation was studied. It was highlighted the competences and responsibilities assumed among federating entities concerning the enforcement of the right to education by means of its financing, as most of the Goals and their strategies depend of the effort and financial conduction from the Union, the states, the federal district and the municipalities.
