| Resumo: | University internationalization has become, in recent decades, a central theme on the agendas of governments, multilateral organizations, and higher education institutions worldwide. Embedded within the context of globalization and the knowledge society, internationalization assumes different conceptions and practices. Based on the proposal of analytical models, this thesis contrasts — without disregarding contradictions and acknowledging that these are not pure models — two synthesized approaches: the mercantile internationalization model and the solidarity-based internationalization model, highlighting the political dimension and the direct connection between the conceptions of education and internationalization. On one hand, the mercantile model is oriented by market logic, characterized by international competition, mobility restricted to academic elites, and the commodification of knowledge. On the other hand, the solidarity-based internationalization model emerges, advocating higher education as a public and social good, promoting regional integration, social justice, human rights, and the appreciation of interculturality, following the guidelines of the 2018 Regional Conference on Higher Education (CRES) for Latin America and the Caribbean. In this context, this thesis analyzes the internationalization model of the Federal University for Latin American Integration (UNILA), focusing on the conception and implementation of its international student selection processes (2014–2021), understanding them as a public policy for regional integration and university internationalization. The research adopts a qualitative approach, grounded in the dialectical method, and employs methodological procedures including the analysis of primary documents, bibliographic review, and the author's professional experience in the field. The study identifies advances, limitations, and contradictions within UNILA’s international selection processes, demonstrating that, despite institutional and structural challenges, the university consolidates practices aligned with a solidarity-based internationalization project. As a result, the research proposes a set of solidarity-based internationalization indicators, systematized into four analytical categories: regional integration, human rights, identity, and interculturality. The study concludes that, even in the face of institutional and structural challenges, UNILA’s experience represents a concrete and necessary example of solidarity-based university internationalization in Latin America and the Caribbean, reaffirming the university’s commitment to inclusion and social transformation in the region. |
