Historically, Brazil's tourism development has been concentrated on the use of its natural resources, especially its waterfront areas, which are more than 20,000 km long. Given the richness and diversity of their use and their finite resources, these spaces have suffered numerous problems due to misuse, both by tourism and by the unsustainable use of the resident population. In response to these challenges, in 2019 the Ministry of Tourism launched a series of actions to promote responsible waterfront management in the country. To this end, it promoted direct actions for the diagnosis and planning of waterfronts through the “Brasil, essa é a nossa praia” (Brazil, this is our beach) Project, in partnership with the Projeto Orla (Orla Project). In this context, the aim of this study was to understand how responsible tourism can contribute to the sustainable management of waterfronts used by tourists in Brazil. This investigation was conceived as a reality that is socially constructed from the relationship between subject and object, characterizing this study as exploratory, with a qualitative approach, based on the constructivist epistemological perspective, from the phenomenological paradigm. The empirical substance of this research is represented by a subset of data derived from multiple case studies: Angra dos Reis (RJ), Barreirinhas (MA), Cabo Frio (RJ), Cruz (CE), Imbé (RS), Natal (RN), Paraty (RJ), Salvador (BA), São Sebastião (SP), Vila Velha (ES). Data was collected through documentary research, including a search for information on the entities' official websites and semi-structured interviews with key representatives of the Ministry of Tourism, the municipal authorities of the cities under study, members of the BNP and facilitators of the Orla Project, carried out between March and June 2024. The data was analyzed using discursive textual analysis and content analysis. The results show that responsible tourism, although still in its infancy in Brazil, contributes to the sustainable management of waterfronts by incorporating discussions about responsibilities in the sector. This approach promotes a more holistic vision, focused on the present, on participatory processes, encouraging all the agents involved to take on their leading role. This research revealed that the main motivators for acting responsibly are classified into endogenous factors such as altruism, legitimacy and competitiveness, and exogenous factors such as stakeholder pressures, environmental pressures and regulatory pressure. This reflects varying stages of motivation between different cities in the responsible management of tourist destinations. As for the limiting factors, they are marked by popular disbelief in participatory processes, instability and lack of political continuity, as well as limited technical capacity on the part of the parties involved. Finally, strategies such as strengthening municipal associations and councils, certifications, partnerships with educational institutions and public-private partnerships were presented as tools that can contribute to discussions on responsibility in tourism. For future research, we suggest evaluating the sustainability of the arrangements established between the municipal, state and federal spheres, as well as analyzing the technical guidance material on waterfront management produced within the scope of the project and community participation. |

Dada a riqueza e diversidade de uso e seus recursos finitos, esses espaços têm sofrido inúmeros problemas em virtude do mau uso, tanto pela atividade turística quanto pela utilização insustentável da população residente. Em resposta a esses desafios, o Ministério do Turismo, em 2019, iniciou uma série de ações para promoção da gestão de orla turística responsável no território nacional. Para esse intuito, fomentou ações diretas de diagnóstico e planejamento de orlas por meio do Projeto “Brasil, essa é a nossa praia (BNP)”, em parceria com o “Projeto Orla (PO)”. Mediante este contexto, o presente estudo teve como objetivo compreender como o turismo responsável pode contribuir para a gestão sustentável de orlas de uso turístico no Brasil. Esta investigação foi concebida como uma realidade que é socialmente construída a partir da relação sujeito e objeto, caracterizando este estudo como exploratório, de abordagem qualitativa, alicerçado na perspectiva epistemológica construtivista, a partir do paradigma fenomenológico. A substância empírica desta pesquisa é representada por um subconjunto de dados derivados de múltiplos estudos de caso, sendo estes: Angra dos Reis (RJ), Barreirinhas (MA), Cabo Frio (RJ), Cruz (CE), Imbé (RS), Natal (RN), Paraty (RJ), Salvador (BA), São Sebastião (SP), Vila Velha (ES). A coleta de dados foi realizada por meio da pesquisa documental, abrangendo a busca por informações nos sites eletrônicos oficiais das entidades e entrevistas semiestruturadas com representantes chaves do Ministério do Turismo, com o poder público municipal das cidades em estudo, integrantes do BNP e facilitadores do Projeto Orla, realizadas no mês de março a junho de 2024. Os dados foram analisados a partir da análise textual discursiva e de análise de conteúdo. Os resultados demonstram que o turismo responsável, apesar de incipiente no Brasil, contribui para gestão sustentável de orlas turísticas, ao incorporar discussões sobre responsabilidades no setor. Esta abordagem promove uma visão mais holística, focada no presente, nos processos participativos, incentivando todos os agentes envolvidos a assumirem seu papel de protagonismo. Essa investigação revelou que os principais motivadores para agir de forma responsável são classificados em fatores endógenos como altruísmo, legitimidade e competitividade, e os fatores exógenos, como pressões das partes interessadas, pressões ambientais e pressão regulatória. Isso reflete estágios variados de motivação entre diferentes cidades na gestão responsável de destinos turísticos. Quanto aos limitadores, são marcados pela descrença popular nos processos participativos, a instabilidade e falta de continuidade política, bem como capacidade técnica limitada das partes envolvidas. Por fim, estratégias como o fortalecimento de associações e conselhos municipais, certificações, parceria com instituições de ensino, parceria público privada se apresentaram como ferramentas que podem contribuir para as discussões de responsabilidade no turismo.
