| Resumo: | This work intends to understand how changes in the world-wide economic structure occurred, and its consequences in Brazil, in a more intense way form from the 70s, have reflected in a gradual transformation of the State performance in proposals of politics of housing policy in Brazil, and then, in the provision of it. The work is based on a bibliographical research in order to understand the focused subject. It was found out that the Brazilian housing development of habitation, in general, is not part of a wide vision of the urban problem in the country; although, most of the time, it gets immediate legitimation from the population and/or to respond to economic needs of development strategies for the country. Thus, since the beginning of its implantation, the housing politics have a fragmented configuration, prioritizing the housing itself as the main focus. In all these moments, it has not been possible to take care of the low income population in a proper way, considering the implanted actions. |
