| Sumario: | This study consists of a survey carried out by the State Court of Accounts of Pernambuco (TCE-PE) with the objective of identify the stage of evolution of the city halls of the state regarding the adoption of the electronic auction, in addition to assessing the degree of legitimacy of the justifications presented by them for their non-use. The method employed was a descriptive applied research, with a quali-quantitative approach and bibliographical and documentary analysis. It was concluded that low adherence to electronic trading is not related to the technical unfeasibility of its use, but to cultural resistance; and that, in addition to the fact that currently the selection method of the electronic purchase platform to be used is not based on rational and objective criteria, it cannot be considered a purely discretionary administrative act, as it involves aspects related to the implementation of the principles of competitiveness, economy and efficiency. |
