Resumo: This article aims to analyze the relationship between the Brazilian civil-military business dictatorship (1964-1985) and Fiocruz between the 1970s, when it was founded, and the year 1979, referring to the end of the period known as “recovery”. de Manguinhos”, under the management of the president of Fiocruz, Vinicius da Fonseca. It is intended to understand how the creation of Fiocruz was forged, especially how the political and managerial project was built, as well as the work relations in the entity. We resorted to a series of internal documents at Fiocruz, especially activity reports, strategic plans, bulletins, etc. We discussed that an attempt was made to establish a project of a public and state nature with a modus operandi focused on business practices.
