| Sumario: | This paper not only analyses the institutional profile of the Food Security Consortium and Local Development, but also make some appointments between your possibilities and challenges. This consortium has a different institutional profile, it joins the juridical form of a public consortium with the known operation of a public politic manager council. The public consortiums can be understood as an instrument of cooperation and federative organization. They have the possibility of doing a joint management of the public services. But it has some limitations when talked about the civil society participation and the deliberative forms of a management council. Even if in an antagonistic political and juridical spheres it allows a federative cooperation for building the food security and the local development and it also provides the decentralization of the politics. |
