Summary:This paper discusses the characteristics of the decentralization concept, establishing that studies about the deployment of the unified health system in Brazil, while emphasizing the decentralization process, present divergent conclusions. In one side, decentralization seems to be a simple deconcentration. In the other, it is part of the process of transference of power. The concept of decentralization is introduced in different dimensions as a changing process, in which are presented some patterns and regularitiesapplied to health care services.
