| Resumo: | The electronic form of public bidding has become a reality in the municipality of Campo Belo, by virtue of Federal Decree No. 10,024/2019, and, as of March 2020, it has been consolidated as the main modality used, overtaking the numbers of the face-to-face form. In view of this legislative novelty, this study set out to investigate the effects of remote public procurement, via the internet, and aimed to evaluate the participation and results of local companies in the electronic auctions held by the municipality of Campo Belo/MG, as opposed to the face-to-face format. To this end, a bibliographical and documentary study was carried out, in which data was collected from the calls for tenders, the minutes of the tenders, the contracts and the minutes of price records signed between 2018 and 2021 by the municipality. The averages and percentages were then described and analyzed in terms of the origin of the bidders and the amounts approved in favor of the participating entities, classified according to size and headquarters. The results of the research indicated that when compared to face-to-face bidding, the electronic form of processing strongly attracted the participation of bidders from more states and regions of the country. The studies also showed that, proportionally, companies based in Campo Belo - MG began to win fewer tenders and, as a result, in financial terms, the allocation of resources for public procurement increased to the benefit of organizations from other locations. The research helped to arrive at a diagnosis and made it possible to propose alternatives to help adapt to this new scenario, which involves training potential suppliers, providing accessible public notices and applying benefits to micro and small companies based in the municipality that is issuing the tender, with a view to fostering local development through public procurement. |
