Resumo:This study aimed at understanding document management in the Executive Branch of the State of Minas Gerais, especially following the implementation of the Electronic Information System (SEI). The research assessed the impact of transitioning to digital format on document management practices, considering current public archive policies. Norms and guidelines establishing the state archive policy in Minas Gerais were addressed, highlighting the shift in registration dynamics, previously paper-based and now digital, in line with the evolution of Information and Communication Digital Technologies (ICTs). The official adoption of SEI, developed by the Fourth Regional Federal Court, occurred in the Executive Branch of Minas Gerais in August 2017. The analysis focused on integrating SEI into public document management policies and the state government's responsibility in archive management. Specific objectives included understanding document management in the Executive Branch, analyzing SEI implementation history, reporting policies and regulations related to its implementation, and examining SEI in terms of conception and operationalization. To achieve these objectives, interviews were conducted with the Arquivo Público Mineiro (APM) and the State Secretariat of Planning and Management of the Government of Minas Gerais (SEPLAG). The choice of these institutions is justified by APM's role in document management of the State Executive and SEPLAG's leadership in implementing the SEI system used in this jurisdiction. Results highlight the importance of Record Management (RD) as a fundamental discipline in the Brazilian archival scenario, considering contemporary challenges of Information and Communication Digital Technologies. Record management in the Minas Gerais Executive Branch was observed as governed by a normative framework that has evolved over time, complying with federal and state legislation, and incorporating archival operational practices, such as the development of technical instruments. The study emphasizes the need to strengthen the Minas Gerais Public Archive by promoting consolidating policies and actions. Awareness of Permanent Document Evaluation Committees (CPADs) was emphasized as crucial. The challenge of the significant volume of documents processed by SEI requires efficient strategies for proper classification and disposal. The choice of SEI was discussed in terms of cost-effectiveness and ease of implementation, emphasizing the importance of considering a long-term view on the archival requirements of the System. The study's conclusion casts a critical eye on challenges and prospects, presenting document management not only as an operational necessity but also as a safeguard of Minas Gerais' memory and history, requiring collective commitment to ensure efficiency, transparency, and compliance with archival standards.
