Resumo:This article analyzes six infrastructure projects implemented on the Citizenship Territories from the Upper and Middle Jequitinhonha, financed with resources from PROINF, a federal government action that stimulate territorial development and offered incentives for decentralization, local governance and social management. Using information gathered from official sources, technical studies and field research, the article shows advances and obstacles of this program. The results of the analysis indicate that projects more rooted in the Territory present a greater chance of success, that the expansion of the geographic and economic scale almost always presented serious risks, and that the very conception of the Program implied limitations for participatory management. It is possible to conclude that success, even if partial, depends mainly on the relationship built throughout the history between the initiative and its public.
