| Sumario: | The gradual penetration of managerial and actuarial rationales in the realm of penal policies reshapes the –frequently tense- relationship between safety and rights. Not in vain, those rationales shape patterns and lexicons of security which are fairly distant from the semantics of liberty and rights. The paper analyses the progressive introduction of managerialism and actuarialism in the realm of penal policies, focusing on the circumstances that facilitated their spread and on the penal domains where they are currently present. In addition to this, the paper reflects on how managerialism and actuarialism may be critically addressed, provided that the framework of rights appears to be unable to fulfill its traditional limiting function in regard to these securitarian rationales. |
